OK. Here are the ideas I've got written up. This is not 'final' by any means and is open to input. Some things may be added to or deleted after refining.
Pack Rules-Three or more users must be interested in joining a pack for its creation.
-For a pack to be accepted, six characters must be present. No more than two characters may be played by the creator (alpha), and no NPCs are allowed to be used to meet the quota.
-The correct format must be followed. Leaving out any details will slow the application process.

Recruiting pack members:
-Before approval, you must have at least three active users, with six approved characters to join the pack. To find these members/users, you may set up a recruitment thread with the following format.

*Pack Alignment
*What the pack is about/their role IC.
*Type of Characters you're looking for as members.
*Any possible/open ranks in the pack.

-Note, the interested members may post comments relating to the pack, planned plots, etc. However spamming the thread with 'bumps' or pointless chatter will slow the application process.
-In order for a pack to be approved, they must submit the following application form.
*Pack Name
*Pack Alias(s)
*Pack Alignment
+ Good/Light: These packs are among the kind and just. They usually help those in need, hold no prejudice, and are generally 'good guys'. (Think of Weed's pack, for example.)
+Evil/Dark: These packs are usually heartless and cruel. They kill and harm others without remorse, and have no issue forcibly taking others' pack territory as their own. (Think of Hougen's pack, for example.)
+Neutral/Gray: These packs are neither good nor evil. They may act as neither or simply hold traits of both. A neutral pack may lean towards one or the other, but do not fully 'cross the fence'. Most gray packs simply do what they must to survive, and don't go out of their way to hurt or help others.
-Pack Ranks
*If your pack has ranks, specify them. Also note if your pack has any platoons.
+Platoons are groups of fighters that hunt, patrol, protect, or recruit. Only combat capable characters are parts of platoon, and they are traditionally made up of males. The bigger a pack, the more platoons it may have. There are generally, at least, five to six dogs per platoon. Platoons in larger packs may have several dozen or more. Rarely do packs have enough fighters to make up hundred dog platoons, as they did back in the legends. The size of platoons and how many are dependent on pack size, a small pack may only have one or two platoons, for example.
-Current members.
*List the interested members, and their ranks, if any.
-Pack's Role
*What is the pack's role in character? Is it to kill humans, protect others, or simply a group of warriors seeking stronger opponents? What makes this group so special that they deserve to be called a pack?
-For a pack to be approved, at least two staff members (admin, character mods, etc) must accept the pack.
-Once a pack is accepted, they will be given control of their chosen pack territory.
Pack Leader Requirements-All pack leaders must be active members. This means roleplaying with the character. OOC activity such a the cbox and game threads do not count. If your only activity is making character bios that doesn’t count. Only roleplaying counts as an active member for pack leadership.
-A person can only be alpha of ONE pack..In other words, your only allowed to be pack alpha once. If you have already have a character whose alpha, then your other characters can not be alpha.
NPC Pack Members- NPCs cannot be used towards the pack quota, inactive users don't count towards the number either.
- A pack cannot consist of mostly NPCs. While you can have a few NPC members, they can only be a small portion of the pack number.
- NPCs cannot be used in order to prove an advantage over other packs. But they can be mates of alphas, puppies, and other non-combatant type characters.
- If you MUST have an NPC character who is a fighter, they cannot have any special abilities, techniques, and can only be ordinary dog characters. So no hellhounds, tigers, wolves, etc. Combat capable NPCs must be very few in number.
Pack Activity Checks- Every so often, the staff will perform a pack activity check.
- During a check, pack leaders will be required to post their pack information and prove activity. If a pack territory has not had recent posts, or the pack leader has not run active pack activities elsewhere, it will be considered inactive.
- If the pack leader is active, but the members of the pack are not, the leader may be allowed a grace period to gain more members.
- Once this grace period is over, and no active pack members are found, it will be deemed inactive.
- When a pack is deemed inactive, it will lose control over its territory and its pack information thread will be closed. The pack land will then be active for another pack to take over.
- Leaders may attempt a new pack at a later date, but the territory is still considered 'open' and any user can apply for it.
